National Cooling Actions Plans (NCAPs): Delivering Climate-Friendly Cooling
Event description
This event highlights National Cooling Actions Plans (NCAPs) as a global policy best practice to address the triple strategy of sustainable cooling – passive cooling, energy efficiency, and the phase down of climate warming refrigerants – through a comprehensive approach incorporating relevant sectors and end-users. NCAPs leverage inter-linkages with national and international agendas, set clear targets, and create pathways to expand cooling access while minimising harmful environmental impacts and maximising socio-economic benefits.
A key focus will be enhancing national capabilities and streamlining the formulation of NCAPs utilising the adaptable Cool Coalition NCAP Methodology, which aligns with country-specific strategies, and interlinks with Nationally Determined Contributions (NDCs) and Kigali Implementation Plans. Supported by UNEP and ESCAP, several South-East Asian countries have developed NCAPs using the Methodology, including the recent launch of Indonesia’s NCAP in August 2024.
Looking forward, UNEP and RCREEE, within the framework of the Cool Coalition, and supported by CCAC, have initiated an NCAP programme in the MENA region, and ESCAP will support the development of NCAPs in three additional Asia-Pacific countries.
This event will gather NCAP leader countries and development agencies to drive change through cross regional learnings and to showcase NCAPs as a powerful tool for achieving sustainable cooling and environment goals globally.
Objectives
- This session delves into how the establishment of National Cooling Action Plans (NCAPs) is catalysing a transformative policy shift towards climate-friendly cooling.
- To explore strategies to tackle pivotal cooling sectors, including, but not limited to, space cooling, the food and healthcare cold-chains, mobile air conditioning, and industrial process cooling.
- To provide actionable insights on how to navigate the challenges and complexities of these sectors using the framework of NCAPs, fostering a holistic approach towards sustainable cooling practices and climate resilience.
- To share learnings and best practices from NCAP implementation in various countries.
