Joint Meeting of the South Asia, Southeast Asia and Pacific Island Countries Networks of National Ozone Officers

Background

During the past two years of the COVID-19 pandemic and related travel restrictions, UNEP Compliance Assistance Programme (CAP) Asia and Pacific Office successfully delivered 30 virtual network meetings/thematic workshops as an alternative to the in-person meetings. However due to the time difference among network countries and constraints when delivering programs virtually, meetings have been organized with a limited agenda and inadequate time for interactive discussions among countries. UNEP CAP Asia and Pacific Office is organizing an in-person Joint Network Meeting with modest virtual participation back-to-back with Open-ended Working Group (OEWG44) and the 5th Extraordinary Meeting of the Parties to the Montreal Protocol (ExMOP5) in Bangkok, Thailand for the South Asia (SA), Southeast Asia (SEA), and Pacific Island Countries (PIC) Networks of National Ozone Officers, as part of the 2022 CAP work plan on 17-19 July 2022.

Objectives 

The main objectives of the Joint Meeting of SA, SEA and PIC Network of National Ozone Officers are to facilitate network countries to share experiences/good practices and discuss recent developments/challenges under the Montreal Protocol (MP) including the Kigali Amendment (KA), to enhance their capacity to comply with the MP including KA obligations, and to reconnect with each other.

Approach and Modality

The meeting featured presentations, panel discussions, and group brainstorming sessions by countries, the Ozone Secretariat, the Multilateral Fund Secretariat, other implementing agencies, and resource persons. The meeting will have both plenary sessions for cross-cutting agenda items that are relevant to all Article 5 countries in the Asia and Pacific region as well as breakout sessions for each network to reconnect and discuss network specific issue(s) with virtual participation for countries that could not attend in-person. Due to COVID-19, appropriate social distancing measures according to the UN guidelines and requirements of the Government of Thailand will be adhered.

Over the course of three days, UNEP has held the following sessions:

  • Session 1: Individual Network Breakout Sessions
  • Session 2: Opening and Recapping Montreal Protocol Related Meetings
  • Session 3: Sustaining the HCFC Phaseout
  • Session 4: Preparation of Kigali HFC Implementation Plan (KIP)
  • Session 5: Enhancing Implementation of the Montreal Protocol
