COP30 Buildings and Cooling Pavilion
in the Bairro do Mutirão
The Ministry of Cities, Brazil in partnership with United Nations agencies, international coalitions, and global networks, will host the Neighbourhood of the Mutirão for Cities, Water and Infrastructure, a collaborative neighbourhood in the COP30 Blue Zone that places cities, water, infrastructure, buildings and cooling at the center of global climate discussions. This is the first time a dedicated neighbourhood has been created within the COP Blue Zone to bring these interconnected issues together in a unified, purpose-built space.
The neighbourhood is aligned with the COP30 Presidency Agenda, especially Axis 4: Cities, Infrastructure and Water. It embodies a powerful message: there is no climate action without urban action. By placing people and territories at the centre of climate discussions, the neighbourhood demonstrates how the urban and environmental agendas converge.
The initiative responds to the Brazilian Presidency’s call for a Mutirão Global, creating a space for collective climate action grounded in the knowledge, traditions, and resilience of the Amazon. It reflects Brazil’s commitment to multilevel governance and inclusive climate solutions, aligned with its updated Nationally Determined Contribution (NDC).
The neighbourhood brings together four interconnected pavilions, each led by a coalition of global partners:
- The Cities & Regions Hub, co-convened by UN-Habitat and ICLEI – Local Governments for Sustainability and hosted by Brazil’s Ministry of Cities, will highlight the centrality of local and regional governments in climate action, showcasing inclusive, people-centered, and systemic urban solutions and climate action that leaves no one behind.
- The Buildings & Cooling Pavilion, powered by the Global Alliance for Buildings and Construction (GlobalABC) and the Cool Coalition under UNEP, will showcase solutions to decarbonize buildings, promote sustainable cooling, and foster a just transition through design, regulation, and innovation in the built environment and the cooling sector.
- The Disaster Resilient Infrastructure Pavilion, coordinated by the Coalition for Disaster Resilient Infrastructure (CDRI), will present strategies to safeguard infrastructure from climate and disaster risks, with a focus on financing, policy, and scalable technologies to support global adaptation.
- The Water for Climate Pavilion, supported by over 90 organizations and coordinated by SIWI, will emphasize the central role of water in both mitigation and adaptation. It will advocate for stronger integration of water in UNFCCC processes and promote science-based, cross-sectoral solutions.
This neighbourhood will function as a hub for dialogue, coalition-building, and joint advocacy – reinforcing Brazil’s leadership in bringing climate solutions closer to the ground. Events will rotate across the four spaces, creating a dynamic, inclusive environment where governments, civil society, academia, and international partners can shape and share climate solutions.
