The 3rd National Meeting of the Green Resilient Cities Programme (Programa Cidades Verdes Resilientes – PCVR) is co-organized by Brazil’s Ministry of Environment and Climate Change (MMA), Ministry of Cities (MCID), Ministry of Science, Technology and Innovation (MCTI), the COP30 Presidency, and UNEP.
Under the theme “Addressing Extreme Urban Heat through Nature-based Solutions”, the event highlights the growing frequency, intensity and duration of heatwaves affecting Brazilian cities and the need for integrated adaptation strategies that prioritize vulnerable populations. The meeting reinforces the strategic role of Nature-based Solutions (NbS), data and urban resilience planning in reducing heat risks while improving public health, environmental quality and social equity.
The meeting also serves as a key implementation platform for Beat the Heat – Mutirão Contra o Calor Extremo, connecting cities with technical knowledge, financing opportunities and practical tools for local action. Four thematic sessions focus on priority areas identified by municipalities across Brazil:
Data and technical support for heat risk analysis and decision-making
Local heat action planning and governance
Nature-based and passive cooling solutions
Financing opportunities for urban heat adaptation
With more than 500 in-person participants, 45 represented cities (27 of which are part of Beat the Heat) and support from 41 partner organizations, the event strengthens coordination between national policies, municipal implementation efforts and international cooperation on urban heat resilience.
