Extreme heat is one of the fastest-growing climate risks facing cities. As the host city of COP31, Antalya will use this Resilient Cities Day session to present the expanded draft of its Heat Action Plan and open a wider city-to-city dialogue on how urban heat-risk evidence can be translated into preparedness, institutional readiness and implementation. Antalya will share its pathway from the CLIMAAX–MUHIR urban heat risk assessment, spatial mapping and stakeholder engagement to the development of its Heat Action Plan, including heat-health protection, governance, sustainable cooling and implementation priorities. The plan will not be presented as a finished product, but as a living implementation framework, open to dialogue and international feedback before finalisation.
The discussion will place Antalya’s work within UNEP's Beat the Heat Implementation Drive, which brings together about 300 cities in 43 countries and 100 partners, and its 50@50 campaign, exploring how cities can learn from one another at different stages of their heat-resilience journey. A particular focus will be the complementary experiences of Paris and Antalya: Paris will bring its experience in extreme-heat preparedness and heat stress-test exercises, while Antalya will share how it is moving from climate-risk assessment and Heat Action Plan development towards preparedness and implementation. Together, these experiences illustrate how heat action plans, preparedness exercises and institutional stress-testing can reinforce one another.
The session will move beyond the presentation of a single municipal plan to explore the broader pathway from risk assessment, to heat action planning, to preparedness and stress-testing, to implementation, and the role of international cooperation and city-to-city learning in accelerating this transition. It will take the form of a focused moderated dialogue with one moderator and up to four panellists.
