Background

Heatwaves and extreme heat are becoming increasingly severe and frequent across the world, creating growing risks to human health, economies and energy systems. At the same time, demand for cooling is rising rapidly, making it essential to expand access to cooling without driving further growth in energy consumption and greenhouse gas emissions.

The Global Cooling Pledge provides a framework for governments and partners to respond to this challenge by accelerating sustainable cooling solutions, including passive cooling, highly energy-efficient cooling equipment, low-GWP refrigerants and integrated approaches to buildings and urban environments.

Japan brings significant policy experience and technological innovation to this agenda, including advanced air-conditioning, energy-efficiency and passive cooling solutions. This session will showcase Japanese approaches and technologies as practical contributions to Global Cooling Pledge implementation, while bringing together governments, industry and international partners to discuss how sustainable cooling solutions can be scaled across different national and regional contexts.

Building on the Global Cooling Pledge Assembly in Singapore in September 2026, the session will carry forward the implementation priorities and partnerships emerging from the Assembly and demonstrate how commitments under the Pledge can be translated into concrete action ahead of and beyond COP31.
