The IGCC is led by two co-Chairs from signatory countries, each serving a two-year term. To ensure continuity through key global milestones, the inaugural co-Chairs hail from the United Arab Emirates and Brazil, representing the COP28 and COP30 Presidencies respectively. Supported by the UNEP Cool Coalition Secretariat, the IGCC co-Chairs help set priorities, convene members, foster collaboration, expand participation, and accelerate implementation of the Global Cooling Pledge.

H.E. Dr Mozah Al Nuaimi

Mozah Al Nuaimi holds a Bachelor’s degree in Electrical Engineering from the United Arab Emirates University (2008), a Master’s degree in Engineering Management from the University of Wollongong in Dubai (2014), and a Diploma in Sustainability Pioneers from the Rochester Institute of Technology in Dubai (2015).

She is currently Director of the Productivity and Demand Management Department at the Ministry of Energy and Infrastructure, United Arab Emirates, where she leads national strategies on energy efficiency, sustainable cooling, and green transformation.

Previously, she served as Chief Electrical Engineer at the Ministry of Infrastructure Development, overseeing sustainable infrastructure projects and the deployment of smart technologies. She has been an active member of key national committees including the Heating and Cooling Mission (Mission Innovation), the Circular Economy Committee, and the Environmental and Municipal Work Committee.

Mozah has led several pioneering initiatives such as the UAE Sustainable Cooling for Buildings Initiative, the Building Retrofit Program for Government Buildings, and the country’s first public-private partnership (PPP) energy performance contracting project. Her work also includes advancing e-mobility through the Volt Project on battery recycling and global electric vehicle market development, and integrating AI technologies into infrastructure via energy efficiency and smart building programs.

She is a recipient of the UAE Innovates Award (2025) and the ENOC Women in Energy Award (2024), and is a regular representative at national and international platforms. She also actively mentors the youth through capacity-building programs in renewable energy and AI.

H.E. Adalberto Maluf

Adalberto holds a Bachelor in International Affairs and an MSc in Internal Political Economy at the Institute of International Relations of University of Sao Paulo (IRI/USP).

He served as the Director of Governmental Affairs, Marketing and Sustainability between 2014 to 2023. He also served as the Director and the President of ABVE (The Brazilian Association for Electric Vehicle) between 2018 to 2023, promoting sustainable mobility and energy-efficient technologies across Brazil.

Prior to ABVE, Adalberto was the City Director for the Clinton Climate Initiative (CCI) in partnership with the C40 Cities between 2007 and 2014 where he supported the identification and implementation of GHG reducing programs and policies in Sao Paulo and other C40 cities in Latin America. Notably, from 2006-2007, he served as International Advisor to the Secretary of the Environment for the City of São Paulo, supporting projects on urban sustainability and climate resilience.

His longstanding work on low-emission transport, sustainable cities, and clean energy contributes directly to global efforts on efficient and climate-friendly cooling, particularly through his advocacy for urban environmental quality and integrated climate action.
