The third Cooling Ministerial at COP31 will strengthen global leadership on heat resilience and sustainable cooling, aligning national priorities, international cooperation and investment around a shared implementation agenda through COP32 and beyond.

The second Cooling Ministerial at COP30 marked a pivotal moment to move the Global Cooling Pledge from commitment to delivery, as governments adopted new governance mechanisms, and scaled action to tackle extreme heat.

The first Cooling Ministerial brought together national and subnational governments, and partners to review progress and advance coordinated action the Global Cooling Pledge.
