Funding support

Funding assistance is available for designated Global Cooling Pledge (GCP) focal points from GEF-eligible countries, to support participation in the GCP Assembly.

Funding support includes:


Flights 

Round-trip flights will be arranged through UNEP's designated travel agency, from the country of origin to Singapore.

Flights will be booked in economy class through the most cost-effective and time-efficient route available.

All sponsored participants shall travel in economy class unless facing special circumstances of travel, such as health considerations.

Proposed flight itineraries will be shared with participants for approval prior to ticket issuance.

Requests for private travel deviations will only be considered in exceptional circumstances. Once the proposed itinerary has been shared and approved, further changes may not be possible.

Please note that participants must retain their physical boarding passes for all flight segments to receive their full DSA payment.


Meals

Meals will be provided throughout the meeting period, including:

  • Daily breakfast at the hotel
  • Lunch and two coffee breaks during meeting days
  • Dinner arrangements as outlined below

When an official dinner reception is not scheduled, participants will receive meal vouchers through GrabFood, Singapore's local food delivery platform. Vouchers will be provided at a value of SGD 30 per person per night. Guidance on downloading the application and placing orders will be provided to all participants (a local phone number/credit card will not be required).


Accommodation

UNEP will arrange and cover accommodation in a standard single-occupancy room at PARKROYAL on Beach Road, the official hotel for DSA-supported participants, for the approved meeting period. Accommodation beyond the official event dates will not be covered.


Daily Subsistence Allowance (DSA)

Participants receiving travel support will be provided with DSA in accordance with the applicable United Nations DSA rates for Singapore, covering five days from 14 to 18 September 2026.

As accommodation and all meals will be provided during the official meeting dates, the DSA payable for those days will be adjusted in line with UN regulations. The final amount will depend on each participant's approved travel itinerary and the applicable UN DSA rates at the time of travel.

  • Terminal expenses will be provided to cover transport costs (ex. from the airport).
  • Funding support is available only to designated Global Cooling Pledge focal points from GEF-eligible countries.

Visa information

Delegates are responsible for submitting their own visa applications through the relevant Singapore Overseas Mission or an Authorised Visa Agent (AVA).

Visa timelines

  • Application window: Visa applications may only be submitted within 30 days of your intended date of arrival. Applications submitted earlier will not be accepted.
  • Processing time: Most visa applications are processed within 5 working days, excluding the day of submission, weekends, and Singapore public holidays.

Additional visa requirements

  • Applicants from certain designated countries may be required to submit Form V39A as part of their visa application. This includes, but is not limited to, applicants from Lebanon, Morocco, Nigeria, Somalia, Syria, and Tunisia. Please refer to the ICA website or the relevant Singapore Overseas Mission for the latest requirements.
  • Please also ensure that you check the visa requirements for any transit countries on your route, as additional visas may be required depending on your itinerary.

Travel requirements

  • Passports must be valid for at least 6 months after arrival in Singapore and must have at least one blank page for entry and exit stamps
  • Travelers are advised to hold medical travel insurance prior to departure
  • Please ensure you are in possession of the passport previously shared with our team, as well as all documents required for travel, including any required visas and mandatory vaccinations (e.g. yellow fever vaccination certificate where applicable)

Singapore Arrival Card (eHDC)

All passengers arriving in Singapore must submit an Electronic Singapore Arrival Card with Health Declaration (eHDC) via the SG Arrival Card e-Service prior to arrival. Please submit the acknowledgment email to the Officer-in-Charge upon arrival.

  • Apply online within 3 days prior to departure (can also be completed at immigration upon arrival).
  • Travelers are encouraged to present a copy of their eHDC during check-in and ensure that their identification details correspond to those stated in the eHDC.
